The goal of programme to determine the main characteristics of leadership as a competence of civil servants necessary for effective leadership; identify priority areas of human resources management in the civil service and communications that meet the requirements of the time and modern ideas about effective management approaches; to develope theoretical knowledge and practical skills of using a modern project approach in the civil service.
