Admission to higher education institutions of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Ukrainians Abroad", "On Refugees and Persons in Need of Additional or of temporary protection", by the Decree of the President of Ukraine dated June 3, 1994 No. 271 "On measures to develop economic cooperation of the regions of Ukraine with adjacent regions of the Republic of Belarus and administrative-territorial units of the Republic of Moldova" (except for entrants from the Republic of Belarus), by the resolution of the Cabinet of Ministers of Ukraine dated 12 of September 2018 No. 729 "Issues of obtaining higher education by certain categories of persons", by order of the Ministry of Education and Science of Ukraine dated November 1, 2013 No. 1541 "Some issues of organization of recruitment and training (internship) of foreigners and stateless persons", registered with the Ministry of Justice of Ukraine On November 25, 2013, according to No. 2004/24536, by order of the Ministry of Education and Science In of the country dated December 2, 2019 No. 1498 "On approval of the Procedure for setting quotas for obtaining higher education by foreigners and stateless persons within the scope of the state order in accordance with international treaties of Ukraine", registered with the Ministry of Justice of Ukraine on February 10, 2020 under No. 153/34436.
Citizens of the Russian Federation and the Republic of Belarus, who do not have a permanent (temporary) residence permit in Ukraine, are admitted to study with the individual permission of the Ministry of Education and Science of Ukraine.
Foreigners and stateless persons (hereinafter - foreigners) may obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, the binding consent of which has been granted by the Verkhovna Rada of Ukraine, legislation or agreements between institutions of higher education on international academic mobility.
Admission of foreigners to National Pedagogical Dragomanov University for studies at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, in particular, Ukrainians abroad who permanently reside in Ukraine, persons recognized as refugees, and persons which require additional protection).
Foreigners are admitted to study for junior bachelor's, bachelor's and master's degrees, and doctor of philosophy degrees in accredited educational programs in accordance with Appendix 11 to these Admission Rules. National Pedagogical Dragomanov University can also accept foreigners for postgraduate studies, doctoral studies, in the programs of the preparatory faculty (subdivision), in the study of the state language and/or the language of instruction, as well as for postgraduate education, advanced training and internships.
Foreigners can be admitted to study offline (in person) and/or online (remotely).
Foreign students of full-time education are provided with a place in student dormitories.
For admission, you need to submit the following package of documents (original documents are submitted):
1) a document (original) about the previously obtained educational (educational and qualification) level, on the basis of which admission is carried out;
2) appendix (original) to the document on the previously obtained educational (educational and qualification) level, on the basis of which the admission is made (if available);
3) an academic certificate issued by a foreign/Ukrainian educational institution (in case of transfer or renewal of studies, starting from the second year, an academic certificate is attached);
4) an original and a copy of a document that contains information about the content of the educational program according to the previous degree (level) of higher education, credits received, duration of study and success in academic disciplines (in the absence of this information in the appendix to the education document), upon admission for obtaining master's degree or postgraduate education, if the lack of this information makes it impossible to recognize the qualification according to the document;
5) a copy of a foreigner's passport document or a document certifying a stateless person;
6) medical certificate form 086-U (or its equivalent in the applicant's country of origin);
7) health insurance policy, unless otherwise stipulated by international treaties of Ukraine;
8) 6 photo cards measuring 30 x 40 mm;
9) a copy of the passport on both sides (if available);
10) a copy of the visa;
The documents specified in subparagraphs 1 - 6 of this clause must be certified in the country of their issuance in the manner that is officially used in this country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine.
To receive an invitation to study, it is necessary to collect the following documents:
- a copy of the first page of the foreigner's passport, containing his personal data, with a translation into Ukrainian;
- a copy of the document on secondary education with a translation into English/Russian/Ukrainian languages;
- a copy of the attachment to the document about previous education with grades (points) with a translation in English / Russian / Ukrainian or an academic certificate (indicating the number and name of the document) with a translation in English / Ukrainian;
- notification of arrival;
- questionnaire;
- consent to the processing of personal data.

The validity period of an invitation to study is no more than 1 year from the date of its registration in the Automated System "Electronic Journal" of a state enterprise authorized by the Ministry of Education and Science of Ukraine.
States with a visa entry procedure
Citizens of countries with a visa entry procedure arrive in Ukraine with a type D (D-13) visa obtained at the consular office of Ukraine in their home country upon invitation of the university to study. Within five working days after arriving at the university, but not later than 30 days before the visa expires, they are obliged to submit to the Department for Work with Foreign Students a passport and documents necessary for issuing a temporary residence permit in Ukraine ( further - certificate).
Countries with visa-free entry (Azerbaijan, Belarus, Armenia, Georgia, Moldova, Uzbekistan)
Citizens of countries with a visa-free entry system can stay in Ukraine for up to 90 days in any 180-day period with the mandatory issuance of an invitation to study. That is, to calculate the permitted period of stay, 180 days are counted back from the date of submission of documents. A foreigner will not violate the rules if within this 180-day period he stayed in Ukraine for no more than 90 days. Such foreigners are obliged to provide the department for work with foreign students with a passport and documents necessary for issuing a permit within five working days after arriving at the university, but no later than 30 days before the end of the established period of stay in Ukraine.
- a passport document with a type D visa (D-13);
- translation into Ukrainian of the page of the passport document with personal data, notarized in Ukraine;
- a valid medical insurance policy for the period of study issued on the territory of Ukraine.
The procedure for processing, issuing, exchanging, canceling, forwarding, withdrawing, returning to the state, invalidating and destroying a temporary residence permit was approved by the Resolution of the Cabinet of Ministers of Ukraine dated April 25, 2018 No. 322.
Foreigners who arrived in Ukraine for the purpose of studying and received a permit are considered to be legally staying on the territory of Ukraine for the period of study. Passports are issued to foreigners and stateless persons who have reached the age of 16.
The temporary residence permit is produced in the form of a card containing a contactless electronic medium.
A temporary residence permit is a document certifying the identity of a foreigner or a stateless person and confirming the legal grounds for temporary residence in Ukraine. The certificate is issued for the period of study, which is determined by the order of the university on establishing periods of study for foreign students.
Documents for issuing a temporary residence permit (including replacing a lost or stolen one), its exchange are submitted personally by a foreigner or a stateless person to a state enterprise that belongs to the sphere of management of the State Migration Service, or to a territorial body of the State Migration Service at the place of registration.
Documents for issuing a temporary residence permit are submitted no later than 15 working days before the end of the established period of stay in Ukraine.
In the event of the occurrence of circumstances (events) in connection with which the temporary residence permit is subject to exchange (except for the expiration of its validity period), documents for its exchange shall be submitted within one month from the date of occurrence of such circumstances (events).
If a temporary residence permit expires, documents for its exchange may be submitted no later than 15 working days before the expiration date. In such a case, the temporary residence permit subject to exchange is returned to the person after receiving the documents and is surrendered by him when obtaining a new temporary residence permit.
After receiving a temporary residence permit, a foreigner must submit it within three working days to the department for work with foreign students (Pyrogova Street 9, room 134) for registration of the place of residence in Ukraine.

In accordance with the Procedure for admission to study for higher education in 2022 approved by the Order of the Ministry of Education and Science of Ukraine dated April 27, 2022 No. 392, the admission of foreign students to the National Pedagogical Dragomanov University can be conducted offline and/or online (remotely) (via a partner organization with which an agreement has been concluded on the remote conduct of entrance exams for foreigners in accordance with Appendix 10 to the Rules of admission for higher education at the National Pedagogical Dragomanov University). You need JavaScript enabled to view it. to inform the university of his desire to study and submit an application in electronic format (print, fill out and sign, then scan and send to the university) together with scans of documents about previous education with a translation into Ukrainian, which allow admission to the educational level chosen by the applicant, according to the Rules and procedure for admission to study at the National Pedagogical Dragomanov University.
Foreigners who have received an invitation to study registered in the Automated System "Electronic Journal" of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine, have received a set of information and consulting support services, and have received a visa to enter Ukraine can participate in remote admission. (except for citizens of visa-free entry countries) for the purpose of study or have completed the procedure of legalization of education documents in the country of their issuance: (legalization was carried out at the Ministry of Foreign Affairs (MFA) of the country that issued the education document; legalization was carried out at the consular department of a diplomatic institution of Ukraine abroad (consular legalization or apostille)).
The organization and conduct of entrance tests for foreign citizens is carried out through the mediation of a partner organization that is a resident of the country of origin of the entrants, with which an agreement on the provision of relevant services was concluded. The subject of the agreement is the provision of personal identification services, verification of the original documents of entrants, organization of receiving entrants' applications in electronic form, provision of premises and technical means for conducting consultations and entrance tests by a higher education institution in a remote format.
The University has concluded agreements with organizations that meet the following requirements:
Compliance of the premises area for remote submission of documents, consultations and entrance tests with the established norms of quarantine restrictions in the country where recruitment is carried out;
Providing entrants with personal protective equipment;
Ensuring the procedure of entrants’ identification using facial recognition technologies, which includes verification of personal data (surname, patronymic (if available)), biometric data and their verification;
Ensuring control of compliance with the requirements of integrity during the entrance exam for foreigners;
Providing a place to store the entrants' phones, tablets and other electronic devices confiscated during the entrance examination;
Providing a device for suppressing cellular and Internet networks;
Ensuring video surveillance around the perimeter of the auditorium where the entrance exam for foreigners takes place by installing at least two video cameras;
Providing technical equipment for video communication with the examination commission of the educational institution in real time (computer, video camera, microphone, TV or projector with a screen);
Presence in the auditorium of at least two employees to monitor compliance with the requirements of academic integrity and technical support during the entrance exam for foreigners;
Providing all entrants with individual computers connected to the online platform of the institution, which will be used to hold the entrance exam for foreigners;
Providing consultations and trainings before the entrance exam for foreigners so they can get acquainted with its rules in the remote form and the use of the online platform;
Providing video recordings of the entrance exams, transfer of video materials to the educational institution through the online platform, storage of information and video materials after the entrance exam for foreigners for five years at the partner organization.
The organization must also be entered into the official state register of the host country, be a taxpayer and have no debts to the host country.
In the case of remote admission, the foreigner sends legalized and notarized copies of documents on previous education to the educational institution by postal means. When crossing the state border of Ukraine for the first time and after arriving at the educational institution, the foreigner hands over the original documents to the university in person.
The institution of higher education calculates the points/grades of the entrant based on the document on the previously obtained level of education and establishes the minimum value of the number of points/grades required for admission in the general education subjects from which the entrance exam for foreigners is held.
Enrollment of foreigners to study at the appropriate level of higher education is carried out based on the results of entrance exams for foreigners in specified subjects and the language of study and on the basis of academic rights to continue studying, provided by a document on the level of education obtained in the country of origin, and taking into account the success scores that give the right to continue studying at the next level of higher education in accordance with the legislation of the country that issued the document on the obtained degree (level) of education.
All categories of foreigners enrolled in studies are enrolled in higher education institutions of Ukraine on the basis of enrollment orders. Confirmation of the fact of study can be a certificate created in the Unified State Electronic Database on Education.
- preparatory department – 9 months;
- bachelor's degree - 4 years;
- master's degree 2 years after the bachelor's program;
- doctor of Philosophy - 4 years (with a master's degree);
- Doctor of Sciences - 3 years (with a Ph.D. diploma).
